Snus and Nicotine Pouches in Turkey: What the Import Rules Say
Snus cannot be imported into Turkey. Since 25 February 2020, Presidential Decision No. 2149 bans imports of every tobacco product except cigarettes, rolling, pipe and hookah tobacco, cigars and cigarillos, and of any product, with or without nicotine, that is used in a way that imitates tobacco products. Pouchland does not deliver to Turkey.
What Decision No. 2149 says
Article 1(1) of the decision, published in the Resmî Gazete, issue 31050, bans the import of "nikotin içersin ya da içermesin tütün mamulünü taklit eder tarzda kullanılan elektronik sigara ve elektronik nargile dahil her türlü mamul": every product used in the manner of a tobacco product, with or without nicotine, e-cigarettes and e-hookahs included. Article 1(2) lets the Ministry of Trade set what travellers may carry in and what may pass through in transit.
Are nicotine pouches covered?
The decision does not name nicotine pouches. Its wording on products that imitate tobacco is broad, and GSTHR's profile of Turkey lists nicotine pouches as banned there. For a definite answer on a specific product, Turkish customs is the authority to ask.
Snus in Istanbul
Searches for snus in Istanbul turn up pouches offered online and through social media. That does not change the import rules above, and we cannot send an order to an address in Istanbul, Ankara or anywhere else in Turkey.
Travelling with snus in Turkey
We have not found an official allowance for nicotine pouches in travellers' luggage. Under article 1(2) that is the Ministry of Trade's call, so check with Turkish customs before you travel rather than relying on a shop's blog, ours included.
If your trip takes you through Greece or Cyprus first, we deliver to both: see snus in Greece and snus in Cyprus, or the full list on our shipping page.
