The cost of rising nicotine pouch taxes and regulations lands on you, the person buying the can. As pouches get pulled into tobacco-style excise and flavour rules, shelf prices go up, flavour ranges shrink in some countries, and some countries close to online orders entirely. We've already had to stop shipping to some of them for regulatory reasons.
Why every country treats pouches differently
The EU Tobacco Products Directive was written for tobacco products and e-cigarettes. It doesn't explicitly cover tobacco-free nicotine pouches. So each member state decides for itself whether a pouch is a tobacco product, a consumer good or something else. That classification sets the tax, the flavour rules and whether online sales are allowed at all.
That's why the same can of ZYN or VELO can be taxed one way in one country and not at all in the next.
How an excise tax on nicotine pouches is worked out
Excise is a duty on the product itself, separate from VAT. For pouches it's set in one of three ways: a fixed amount per pouch, an amount per weight of product, or an amount tied to nicotine content.
The last one matters for what you put in your basket. Where duty follows nicotine content, a can from our Extreme range (25 mg and up) carries more tax than one from Medium (5 to under 10 mg). A per-pouch tax doesn't care about strength. Same duty on a 4 mg pouch as on a 20 mg one, so the stronger can works out cheaper per milligram.
The EU excise proposal and where to follow it
The European Commission has proposed bringing nicotine pouches into a harmonised EU excise structure alongside tobacco. Until it's adopted, it's a proposal, not law. Countries can keep taxing pouches nationally in the meantime.
Proposals show up in the trade press long before they reach a statute book. Tobacco Reporter and ECigIntelligence both follow nicotine tax and regulation changes as they move through governments. Read them for what's coming. For what applies today, go to the regulator.
Are pouches taxed like cigarettes?
At EU level, no. Pouches sit outside the current EU tobacco excise rules, and closing that gap is exactly what the Commission's proposal would do. Individual countries can still put their own duty on them.
Does ordering online get you around the tax?
No. We don't misdeclare parcels or undervalue goods. Any duty your country charges on arrival is yours to pay, and a parcel declared to dodge it can be seized.
Checkout only lists countries we currently ship to, with the live carrier options and prices for your address. If your country has closed, it won't be there. Everything we do ship is in All Products, and if you want more nicotine per can, start with Extra Strong (15 to under 25 mg).
This product contains nicotine. Nicotine is an addictive substance.
