One directive, written for tobacco
Cigarettes sit squarely inside the Tobacco Products Directive. It covers packaging, health warnings on the pack, ingredients and how the product can be sold.
A tobacco-free pouch is a different thing on paper. No leaf, nothing burned, nicotine taken in through the gum instead of the lungs. So the cigarette rulebook doesn't apply to it as written. The rules that do apply come from national law in each member state, not from one EU text.
Where snus ends and a tobacco-free pouch begins
This is the line people mix up. Snus contains tobacco, and the EU tobacco rules ban the sale of tobacco for oral use, with a single member-state exemption. A white nicotine pouch looks almost the same in your lip. Legally it's a separate product, because the tobacco isn't there.
