UAE Legalizes Nicotine Pouches | July 2025

Yes. Nicotine pouches are legal in Dubai and across the UAE for adults aged 18 and over. Tobacco-free nicotine pouches became legal on July 29, 2025, under Cabinet Resolution No. 2 of 2025, which recognizes them as a legal product.

What Cabinet Resolution No. 2 of 2025 requires

The resolution sets technical standards for every pouch sold in the country. Products have to meet UAE.S FDS 5061:2025, which ESMA enforces, and they need ECAS certification.

Inside the can, only pharmaceutical-grade nicotine is allowed, and the pH can't go above 9.1. The can itself has to be child-resistant and tamper-evident, with health warnings in both Arabic and English.

Branding can't target minors. No cartoons, no bright colours, no youth-friendly imagery.

Buying pouches in Dubai and the other emirates

Licensed pharmacies and registered retailers can sell pouches. Every sale needs an age check, in the shop or online before checkout.

Commercial imports are a different matter. They need ECAS certification and full regulatory approval.

Proposed changes to rules like these get reported in trade press such as Tobacco Reporter and TobaccoIntelligence before they become law. Until something new passes, Resolution No. 2 of 2025 is what applies in the UAE.
